    Jhpiego seeks a Monitoring, Evaluation and Research (MER) Team Lead to provide technical leadership in MER for Jhpiego/Lesotho’s, HIV prevention and care and treatment programs. The MER Team Lead will provide leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The MER Team Lead will supervise and manage the M&E team to design and implement the project M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The MER Team Lead is responsible for documenting and disseminating project successes and challenges to donors. The MER Team Lead will also be responsible for designing and conducting operations research. MER Team Lead will liaise with consortium partners and the Ministry of Health to implement monitoring and evaluation activities.The MER Team Lead works closely with the Country Director and the Technical Advisors to support the monitoring and evaluation of Jhpiego Lesotho programs.  This position is contingent award by the donor.     Responsibilities

      • Provide leadership and direction on M&E to the M&E, technical and program teams to ensure projects achieve stated goals, objectives and targets
      • Oversee the implementation and monitoring of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
      • Provide M&E technical support to HIV care and treatment, TB/HIV, VMMC and PrEP programs including input on workplans and indicator frameworks, support for data management and use, and reporting
      • Provide input and be actively engaged with the MOHSW on national systems for monitoring HIV care and treatment and prevention programs
      • Provide technical assistance to health facilities in the application of HIV M&E tools, recording and reporting, aggregation, visualization and use of data
      • Oversee data cleaning, data quality assurance and analysis of program data
      • Oversee data management processes and systems, and support informatics team to ensure high quality systems are in place and used
      • Lead results reporting to U.S. government by providing written documentation on M&E activities and indicator results for progress and annual reports, including in PEPFAR Data for Accountability, Transparency, Impact, and Monitoring
      • Ensure high-quality implementation, consistent with Lesotho national monitoring and evaluation guidelines, protocols, information and reporting systems
      • Prepare data for program reports, including preparation of data tables, analysis of progress to targets and data visualizations as requested
      • Oversee data entry into donor funded and HQ data managements systems such as DATIM for PEPFAR program and JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data
      • Promote and support the dissemination of project information among the project team
      • Work with project and financial staff to prepare and track progress of project and activity budgets
      • Oversee all program evaluation or research projects including coordination with MOH, ensuring compliance with ethics committee reviews, hiring data collectors, and oversee implementation of studies and analysis and documentation of results
      • Supervise a team of M&E professionals
      • Oversee and/or conduct targeted evaluations and operations research, including design, data collection, data quality, management and analysis

      Required Qualifications

      • The MER Team Lead should have a strong background in program M&E, data management and data analysis, and some experience with program evaluation/research. Preferred qualities include a familiarity with the health facility setting and previous work on PEPFAR-funded programs.
      • University degree in public health, sociology, demography, statistics, or other social science area; Master’s degree preferred
      • A minimum of seven years of work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $5M per year)
      • Work experience supporting technical or programmatic activities in HIV/AIDS or other health areas; experience with health facility setting a plus
      • Familiarity with Lesotho health management information system and other national M&E systems
      • Experience in data collection, processing, and analysis; database experience a plus
      • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
      • Excellent time management skills
      • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
      • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
      • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with PEPFAR, Global Fund, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
      • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
      • Expertise in research to practice—identifying and adapting best practices to specific project contexts
      • Excellent skills in facilitation, team building, and coordination
      • Excellent verbal, written interpersonal and presentation skills in English and Sesotho
      • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
      • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
      • Availability and willingness to travel up to 30% around Lesotho
