  • Overview

    The Technology and Innovation Advisor will be responsible for the development of an approach that integrates science, information and communication technology and innovation approaches into activities for the anticipated USAID-funded Improved Health and Nutrition project in Guatemala. The Technology and Innovation Advisor will propose and offer guidance on programming that increases the use of technology, including digital technologies, to improve development outcomes and to empower communities. The anticipated project aims to achieve significant and sustainable improvements in nutrition and health outcomes of target select municipalities of the Western Highlands which will result in reductions of stunted children, and maternal and child morbidity and mortality, and keeping low the prevalence of anemia and micronutrient deficiencies. This will occur as the result of improving service delivery and strengthening health systems, especially of human resources for health (HRH) in Guatemala. The project will operate over a 5-year period.

     

    This position is contingent upon award from USAID. Guatemalan nationals are strongly encouraged to apply.

    Responsibilities

    • Lead the vision of establishing a culture of innovation for the project, inclusive of establishing and executing the mechanisms to accelerate digital solutions for priority health and nutrition needs in target municipalities.
    • Conduct problem analyses using existing data, peer reviewed evidence, and consultations with stakeholders and end-users.
    • Lead the development, execution and evaluation of a solutions acceleration pathway by ensuring that sound innovation processes and methods are applied with rigor and discipline.
    • Ensure and enhance adherence to the principles for digital development
    • Keep abreast of emerging research and best practices in the identification, development, introduction, acceleration and scalability of innovations in global health and ensure that this is shared in appropriate manner with project staff, government, and other partners.
    • Provide technical guidance and direction to project teams on all technology and innovation interventions.
    • Work with clients, partners, and program staff to identify opportunities to improve health systems and meet other programmatic challenges through the appropriate application of technology and innovations, and contribute to development and facilitation of ‘co-design workshops’ to prioritize problems to solve and identify and/or develop potential and promising solutions that would lead to accelerating gains in health and nutrition for Guatemala
    • Collaborate with team members to ensure appropriate monitoring and evaluation of project technology and innovations activities, including providing input into appropriate logical framework and indicator development.
    • Promote and support the dissemination of project information and experience sharing among the project team and with other country, regional and headquarters-based staff.
    • Represent the project at priority conferences, meetings, working groups, or other forums.

    Required Qualifications

    • A Bachelor’s degree or above in Media, Communications, Technology, Innovation Management, International Development or a related subject
    • A minimum of 5 years of relevant experience working in technology and innovation/entrepreneurship, and/or international development and public health.
    • Demonstrable experience in technology consulting and program implementation with USAID preferred
    • Direct experience promoting user-friendly and sustainable technology solutions or other innovations for vulnerable populations.
    • Experienced in the use of digital health to support one or more of the following (breadth in multiple areas and/or depth in one or two areas):
      • Health systems development and strengthening
      • Health care service delivery
      • Performance and quality improvement/assurance
      • Training, supporting and supervising health care workers
      • Behavior change communication
    • Experience designing, developing, implementing, and/or evaluating digital health-supported projects in limited resource environments.
    • Experience and familiarity with at least two of the project’s technical areas (nutrition, reproductive health/family planning, maternal newborn and child health, adolescent health).
    • Proficiency in Spanish and English
    • Ability to draw connections between the public health and technology sectors.
    • Up-to-date knowledge of digital technologies, methodologies and standards, and an understanding of the constraints and benefits of different technologies.
    • Experience in adaptive learning, developing and measuring metrics for program performance and innovative programming
    • Excellent problem solving skills and comfort with new and creative approaches to innovations.
    • Demonstrated in-depth understanding of the Guatemalan public healthcare system; experience living and working in Guatemala preferred.
    • Familiarity with USAID’s administrative, management and reporting procedures and systems.
    • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
    • Ability to travel nationally to project sites.
