  • Overview

    VMMC Quality Improvement Officer needed to provide technical support, clinical mentoring, and perform quality assurance for all CDC/PEPFAR-funded VMMC services in the uMgungundlovu district. 

     

    Responsibilities

    • Serve as a regional resource to support the efficient, high quality implementation of PEPFAR/CDC-funded VMMC services in alignment with global, national, and donor guidelines and standards
    • Champion VMMC quality, safety, risk management, data use, and data transparency among VMMC service providers, municipal, district, and provincial government stakeholders
    • Build capacity and provide ongoing support among VMMC service providers to perform continuous quality improvement (CQI) with paper-based and digital instruments
    • Collaborate with local government, implementing partners and other key stakeholders in conducting comprehensive quality assurance (QA) at VMMC service deliver points across assigned regions
    • Document and provide technical support to service providers as they analyse factors contributing to quality gaps identified through CQI and QA processes and outline corrective action plans, in consultation with Project Lead, government, and CDC as appropriate
    • Promote and facilitate information sharing of persistent quality barriers and best practices to accelerate learning and program improvement
    • Maintain ongoing communication and relationships with service provider organziations (i.e., PEPFAR/CDC-funded NGOs), local government, and other key stakeholders in assigned region; provide hands-on, in-person as well as remote technical support, mentoring, motivation, and advocate for their needs
    • Regularly summarizes and reports activities, outcomes, and challenges to Project Lead
    • Routinely analyse quality data from region, and together with other Regional Officers and Project Lead, interpret and summarize trends in quality gaps and corrective actions, and recommend “above site” level interventions or support necessary to enable diffusion of best practices programwide
    • In close collaboration with service providers, local government, and other stakeholders as warranted, facilitate the process of recognition for service providers with exceptional approaches to quality management and/or transparency
    • Contribute to the development of training materials for trainers and service providers
    • Support the organization of the technical aspects and actively participate in the training of trainers and providers, as well as in mentoring after training
    • Maintain security of quality management data in line with project guidelines
    • Support the monitoring and evaluation of the implementation of quality management activities
    • Contribute to monthly and annual reports of the activities and the results achieved

     

    Required Qualifications

    • Clinician: active physician, clinical associate, or professional/registered nurse credential required
    • 5+ years’ experience providing clinical and training services
    • Experience in planning, developing, implementing and evaluating USG funded public health programs
    • Demonstrated skills in VMMC service provision
    • Facility management experience strongly preferred
    • In-depth knowledge of current international and national guidelines for VMMC, minor surgery, infection prevention and control, and emergency management
    • Extensive knowledge of the local health systems from the national to the local levels
    • Previous experience and understanding of policies of international and US donor agencies
    • In depth knowledge of approaches to quality improvement and health performance, including CQI, QA, root cause analysis and/or human factor analysis, strongly preferred
    • Proven track record of working successfully with groups of people to achieve a desired outcome
    • An understanding how to manage projects work on project teams is essential
    • Must possess strong problem-solving and interpersonal skills; must be able to work both independently as well as on a collaborative basis within all levels of organizations, including with physicians, employees and management staff
    • Excellent problem solving and analytical skills
    • Demonstrated training and mentorship skills
    • Demonstrated self-management capability (i.e. motivation to operate independently, ability to deal with pressure, initiative to plan, high level of engagement and adaptability, and accountability to project timelines and expectations)
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
    • Excellent systems management and organizational skills
    • Excellent written and oral communication and presentation skills in English and at least one other South African language
    • Willingness to travel within assigned region(s) up to 50% of time
    • Driver’s License
