  • Overview

    Jhpiego seeks a Project Director (PD) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for the upcoming Bill and Melinda Gates Foundation (BMGF)  funded, “Accelerating uptake of an expanded method mix: assisting OP countries to introduce and scale-up DMPA-SC” Project. The project aims to enhance the ongoing efforts of the Access Collaborative to increase women’s and girls’ access to and choice of FP by strengthening health systems to accelerate introduction and scale-up of DMPA-SC as a contraceptive choice in the method mix in specific Ouagadougou Partnership (OP) countries (Benin, Burkina Faso, Cote D’Ivoire, Guinea, Mali, Mauritania, Niger, and Togo).

     

    The PD will have the overall responsibility for leadership and management and reporting of project activities, as well as partnership with key stakeholders and policy-makers. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will serve as the project’s main point of contact with the BMGF on routine and strategic matters. S/he will also ensure effective organizational management and communication with OP countries governments at all levels, and international, regional and country level partners and agencies.

    Responsibilities

    • Provide leadership and strategic direction to ensure programmatic and financial integrity of the DMPA-SC Project and to achieve rapid and sustained goals, objectives and targets
    • Ensure that project is technically sound, evidence-based, ambitious in seeking transformative policy changes for increased access to contraceptive options for women and girls or new channels of service delivery for DPMA-SC, and yet is responsive to the needs of the OP countries and donors
    • Ensure compliance with the terms of the award
    • Develop and maintain strong working relationships with OP governments and their relevant national ministries and departments, as well as BMGF and other donor agencies, implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort
    • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
    • Identify needs for technical assistance, including in areas that may not be traditional Jhpiego strengths (e.g. market segmentation, coordination with private commercial entities) and recruit the right expertise for filling these needs.
    • Provide technical leadership as a trusted partner of host country governments in the areas of advocacy, systematic planning of scale up, evidence-based policy-making, with priorities on ensuring the quality and sustainability of national programs
    • Lead the annual work planning process in close collaboration with BMGF, OP governments and the project team
    • Oversee the quality, preparation, and timely submission of project reports to donor or to partners assigned by the donor to collate data and reports (e.g. Access Collaborative preparation of dashboards)
    • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable project results and deliverables
    • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
    • Write and/or review project materials and publications
    • Work with finance and project staff to develop and track project budgets
    • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results, and using data to make course corrections or to propose strategic shifts to the donor when indicated
    • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
    • Ensure compliance with BMGF operational policies and regulations

    Required Qualifications

    • Advanced degree in public health, health administration, international health or a related field
    • Previous experience serving as PD or position in senior level management
    • 10+ years' experience successfully managing large, multi-partner, multi-year international health sector development projects (approx.$5 to $10M per year) that have implemented successful activities in policy, advocacy and services in reproductive health, particularly family planning
    • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
    • Previous experience working in West Africa and with Ouagadougou Partnership (OP) countries in particular, with intimate understanding of government policies,  health systems and reproductive health and family planning gaps and opportunities, and solid relationships with relevant government agencies
    • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
    • In-depth knowledge of BMGF projects, regulations, compliance and reporting requirements
    • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
    • Expertise in research to practice—identifying and adapting best practices to specific project contexts
    • Excellent skills in facilitation, team building, and coordination
    • Excellent verbal, written interpersonal and presentation skills in English and French
    • Ability to coach, mentor and develop technical capacity of regional and national technical and program staff
    • Proficiency in word processing, Microsoft Office
    • Ability to travel regionally and internationally 40% time
