  • Overview

    Sr. Program Officer will work in close collaboration with the Project Director, Jhpiego PMA staff in-country, Jhpiego Program Officers, Sr. Program Coordinators, Finance Managers, sub-awardees, and the staff at Bill & Melinda Gates Institute at the Johns Hopkins University School of Public Health which will lead the technical portion of PMA 2.0 to provide overall project management for PMA 2.0, and build management capacity of local implementing partners.  This includes providing overall project management for PMA 2.0 ensuring that good project management practices and tools are being used to stay on scope, schedule, budget for the Core and country supported activities.   PMA 2.0 will be implemented across multiple countries and will scale up over time to additional countries. The Senior Program Officer will also monitor overall management of the sub-awardees and build the long-term management capacity of local organizations.

    Responsibilities

    Management

    • Lead Project management trainings for PMA staff
    • Lead development of PMA Project Charter and development of other project management tools (e.g., detailed implementation plans, risk registers, change logs, etc.)
    • Ensure that project management tools are being actively used and updated
    • Lead annual workplanning meetings with PMA staff and in-country partners
    • Establish and run routine monthly operations meetings to review and track progress for Core budget and work plan
    • Work directly with country level POs, SPCs Finance Managers to track implementation against country level work plans and budget and make course corrections as needed
    • Conduct after action reviews and document lessons learned
    • Review and escalate quality concerns (technical, project management, financial management, compliance)
    • Support PMA communication needs
    • Ensure knowledge management is maintained for PMA
    • Manage PMA Core close out process according to internal processes and donor guidelines

     

    Capacity Building for Partners

    • In coordination with in-country PMA staff, Finance Manager and Communications staff, conduct baseline assessment of country partner’s capacity needs (management, financial, communications, etc.) and develop capacity building plan based on assessment
    • Implement capacity building plan including: leading project management start-up workshops in countries, providing on-site and virtual coaching, supporting in-country PMA staff to provide support, etc.
    • Build capacity of sub-awardees to seek new business
    • Monitor sub-awardees spending and progress against detailed implementation plans
    • Track and manage that PMA and sub-awardees are meeting project management standards
    • Review and escalate quality concerns for sub-awardees (technical, project management, financial management, compliance)
    • Ensure that sub-awardees are appropriately closed out

     

    CROSS-CUTTING INTERNAL:

    • Hiring manager as needed for new staff
    • Orientation for new Jhpiego program officers in the region
    • Additional assignments as assigned

    Required Qualifications

    • MPH or equivalent advanced degree
    • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
    • 7 years’ experience at PO level
    • Proven experience successfully managing large complicated public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) by at least 4 different types of donors, including one USG donor in multiple countries with experience:
      • Submitting high quality reports to donors on time
      • Managed partners as part of a consortium
      • Developing, analyzing and reviewing budgets
      • Analyzing expenses, variances, accruals, and pipelines 
      • Successfully started up a new project
      • Successfully developed work plans with multiple partners
      • Successfully closed out a large project
    • Proven experience successfully supporting new program development
      • Served as program lead on at least 5 proposals – including budget inputs
      • Successfully served as proposal writer on 4 proposals >$10M (e.g., USAID bi-laterals)
    • Experience working at least 2 years overseas with Jhpiego or another NGO
    • Experience supervising and mentoring staff
    • Experience providing training
    • Proven experience successfully dealing with challenging situations (HR, fraud, donor, etc.)
    • Experience representing Jhpiego or an NGO at high level meetings
    • Strong understanding of at least 5 technical areas Jhpiego works in.
    • Deep understanding of financial management principles
    • Knowledge USG rules and regulations
    • Experience with Office 365
    • Understanding of Jhpiego’s strategy, work, processes
    • Strong organizational skills
    • Ability to identify opportunities for improvement and make constructive suggestions for change
    • Excellent writing skills
    • Team building skills
    • Excellent written and oral communication skills with diverse groups
    • Strong communication and presentation skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations)
    • Experience supervising and mentoring staff
    • Proven leadership skills
    • A commitment to customer service and to supporting a positive team culture
    • Travel: Ability to travel 30%
    • Fluent in written and spoken English required; French language skills preferred
