  • Overview

    The Monitoring and Evaluation (M&E) Director will provide technical and program oversight and direction in M&E to a USAID-funded, comprehensive HIV services project in South Sudan. This program aims to support and increase access to quality, comprehensive HTC, PMTCT, and ART services, including pediatric and adolescent HIV care, within high HIV-burden areas of Greater Central and Western Equatoria States of South Sudan. The M&E Director will provide technical leadership and strategic direction for M&E activities, frameworks, plans and indicators to capture project performance results. S/he will provide effective, accurate and timely monitoring, evaluation and reporting of all project activities to the project management team, USAID, and Ministry of Public Health. The M&E Director will design, implement and supervise M&E activities, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes. The position will be based in Juba, and program activities will take place across Greater Central and Western Equatoria States, requiring the M&E Director to travel.

    Responsibilities

    Responsibilities:

    • Ensure compliance with USAID M&E policies within the project. Develop, as needed, the guidance, tools and mechanisms to operationalize the USAID M&E policy requirements
    • Oversee the development and implementation of the annual PMP to capture project performance and results, including routine service delivery data reporting, endline assessments, and all monitoring for process and outcome evaluations
    • Develop and oversee data flow pattern that will ensure timely data collection and reporting
    • Track project performance and plan and track the utilization of related data in decision making on project strategies and priorities, and possible adjustments to design of project intervention
    • Lead results reporting to USAID by providing written documentation on MER activities and indicator results for progress and annual reports, as appropriate
    • Provide leadership and direction on M&E to ensure the program’s technical and financial integrity to achieve goals and corresponding objectives and targets
    • Ensure high-quality implementation, consistent with South Sudan’s national health guidelines, protocols, information and reporting systems
    • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and record keeping.
    • Utilize the training data collected to inform strategic decision-making and project planning
    • Conduct targeted evaluations, including design, data collection, management and analysis
    • Ensure quality of data through data verification procedures, including routine data quality audits
    • Cultivate strategic M&E relationships and alliances with other USAID projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations
    • Ensure relevant data is entered into Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data as well as in PEPFAR databases such as DATIM
    • Promote and support the dissemination of project information among the project team
    • Ensure that resources for project implementation are available
    • Work with project and financial staff to prepare and track progress of project and activity budgets
    • Supervise and coordinate M&E staff
    • Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff
    • Provide mentoring and feedback to facility based staff on data quality assurance and collection

    Required Qualifications

    • Advanced degree in public health, demography, statistics, social sciences or related field or equivalent experience
    • Minimum seven years’ M&E experience
    • At least five years’ experience contributing M&E leadership to projects of at least $5 million per year value, preferably in South Sudan or the East Africa region;
    • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
    • Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by the project
    • Ability to coach, mentor and develop technical capacity in national programs and technical staff in M&E
    • Demonstrated in-depth understanding of South Sudan’s healthcare system (especially the health management information system and other national M&E systems); experience living and working in South Sudan preferred
    • Excellent writing and communications skills in English, including demonstrated technical writing skills for publication
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
    • Familiarity with USAID and PEPFAR administrative, management and reporting procedures and systems;
    • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
    • Proficiency in word processing and Microsoft Office
    • Ability to travel up to 50% of time
