  • Overview

    District Program Manager - Pietermartizburg needed to provide technical and implementation oversight for a USG-funded voluntary medical male circumcision (VMMC) activities for HIV prevention project. Reporting to the Field Program Manager, Districe Program Manager will ensure planning, management and technical quality of all district-based activities in support of the project’s overall goals. District Program Manager will also work closely with the district clinical teams and District Departments of Health (D/DOH) on activity planning that aligns supply and demand for VMMC services to achieve set targets and coordination with relevant stakeholders, while assuring the quality and safety of VMMC services. Program Manager will supervise staff including Clinical Coordinator, Demand Creation Officer, Quality Improvement Officer, M&E Officer and Admin and Logistic Assistant.   Jhpiego has been working in South Africa through CDC other funding since 2010 supporting the National and Provincial Departments of Health in the provision of quality health and social services.

     

     

    Responsibilities

     

    • Liase with Field Program Manager in the development of strategies in the area of male circumcision for start-up of services, expansion plan, training, supervision and demand promotion
    • Liaise with Program Clinical Manager to promote safety and reporting, management and prevention of complications
    • Lead District Field teams to ensure the mapping and planning of program expansion, considering different service delivery models, including static sites, mobile surgical units, outreach sites, the use of transport strategy for clients, and demand promotion activities
    • Coordinate and manage Jhpiego District Field teams to align their efforts to ensure rapid and sustainable results, which includes managing the staff roster and clinical operations
    • Manage demand generation activities and lead district-based demand generation teams to plan and coordinate community-based demand generations to meet program targets
    • Ensure compliance with N/PDOH, USG, PEPFAR, and Jhpiego clinical standards, operational policies, regulations
    • Develop partnerships with district public and private sector counterparts, including other HIV and health partners, community-based organizations and employers to develop synergies with VMMC activities
    • Draft work plans, progress reports, and other deliverables for donor, in collaboration with Program Field Manager and Program M&E Manager.
    • Serve as a day-to-day technical contact for the districts directorates of the N/PDOH, actively participate in coordination meetings, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences
    • In coordination with Field Manager, maintain regular communication with Jhpiego home office technical and operational staff, and N/PDOH, as appropriate to ensure efficient and compliant implementation
    • Work closely with the M&E staff to develop and maintain routine data and performance monitoring systems (including daily and weekly reporting) analyze programmatic data in a timely fashion, identify programmatic gaps and challenges, devise solutions, and make strategic recommendations to Field Manager
    • Collaborate on the writing of monthly, quarterly and annual reports, abstracts, manuscripts and other documents for dissemination of activities.
    • Provide direct oversight to plan and manage district quality improvement and quality assurance plans; develop and foster a culture of responsibility for quality management within district-based teams and support district staff to build capacity of clinical teams to integrate continuous quality improvement within clinical and programmatic approaches in collaboration with Sr. Program Clinical Manager.
    • Conduct regular routine clinical assessments and supervision visits to sites and activities to strengthen Jhpiego’s clinical systems for the provision of a comprehensive HIV-prevention package including VMMC services
    • Support VMMC field staff to promote linkages to care and treatment services
    • Work in collaboration with program staff to equip the VMMC sites with materials needed to perform large-scale VMMC services with quality and safety
    • Ensure efficient coordination of all district logistic and administrative activities in order to maintain and improve operational support to district teams
    • Any other tasks as assigned by the Field Manager
    • Adhere to all project and organization policies and procedures

     

    Required Qualifications

    • Relevant Clinical/Nursing degree with current Health Professions Councils of South Africa (HPCSA) or South African Nursing Council (SANC) registration
    • 7+ years' work experience, including 5+ years' mid to senior-level technical leadership, managing programs experience
    • 2+ years' high volume VMMC services management experience
    • Demonstrated skills including verbal and written communication, strategic thinking, supply-chain management, and organizational team-building and capacity development
    • Thorough knowledge and awareness PEPFAR VMMC programs in KwaZulu Natal or Western Cape Provinces, regulations, compliance, and reporting (preferred management experience with PEPFAR-funded programs)
    • Thorough understanding of VMMC programmatic and operational best practices, and preferably with Models for Optimizing Volume and Efficiency (MOVE)
    • Capacity for analyzing technical and programmatic issues; experience developing solutions, assisting in the design of related operational research, and translating research into practice
    • Excellent diplomacy and stakeholder liaison skills, and experience in working in partnerships to deliver programs
    • Experience in promoting partnerships and relationships with stakeholder groups, particularly the Department of Health
    • Experience supervising staff with strong leadership skills and a supportive management style
    • Ability to work in a complex environment, responsible for multiple tasks and produce high quality results in a short time
    • Computer skills: MS Office software (Word, Excel, PowerPoint), communication via email/skype
    • Fluent in written and spoken English; fluency in isiZulu preferred
    • Additional South African local language preferred
    • Available to travel extensively throughout South Africa
