    Jhpiego seeks a Senior Clinical Advisor to provide technical leadership for an upcoming DOD-funded Partnership Program for Sustainable HIV Epidemic Control, which aims to reduce the number of new HIV infections and other sexually transmitted infections and the number of deaths due to AIDS among members of the Forces Armées de Côte d’Ivoire (FACI), their families, and the civilian communities served by the FACI and help the military reach the UNAIDS 90-90-90 goals. The project will work directly with the FACI in the military HIV Prevention, Care and Treatment program and increase the FACI’s capacity to deliver comprehensive and quality HIV prevention, treatment and care, in a sustainable and cost effective way. The project will operate over a four-year period.

     

    In close collaboration with the Forces Armées de Côte d’Ivoire , Ministry of Health and Public Hygiene (MHPH), and other key HIV/AIDS prevention, care, and treatment partners in Côte d’Ivoire, the Senior Clinical Advisor provides technical leadership for the design, implementation, and monitoring of the HIV care and treatment interventions, and supports FACI personnel to adhere to national and international standards. Also acting as an advisor to technical partners, s/he supports the capacity building of local organizations, learning institutions, advisory boards, and governing bodies.

    Responsibilities

    • Provide technical oversight for implementation of project activities
    • Coordinate the work with other technical team members, and support implementation of a system to ensure technical quality of project activities
    • Update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project to meet the needs of DOD, FACI and the Government of Côte d’Ivoire
    • Mentor program staff and FACI personnel to:
      • Implement high quality, evidence-based HIV prevention, care, treatment, and support services across gender and age groups 
      • Establish/strengthen linkages between HIV testing and treatment services
    • Provide technical assistance for conducting site assessments and strengthening referral systems between facilities and across the laboratory network 
    • Coordinate communication between FACI and MHPH at national and provincial levels 
    • Lead the design and implementation support of innovative approaches for scale up of targeted HIV prevention, care and treatment services including differentiated models of service delivery and introduction of PrEP
    • Actively participate or supervise staff to participate in relevant FACI and government technical advisory/working groups
    • Represent Jhpiego in professional forums
    • Identify and implement appropriate facility- and community-based strategies to address HIV/AIDS care and treatment service delivery gaps
    • Identify training and mentorship needs of FACI personnel and assist in the design and implementation of measures to address those needs
    • Routinely review clinic and program data to make relevant adjustments in implementation, working closely with M&E staff 
    • Document successes, results, lessons learned and challenges, including through donor reports (e.g., routine quarterly and annual reports)
    • Supervise technical staff 
    • Provide technical leadership in the development of the project strategic plan, work plan, and project monitoring, in close collaboration with FACI, ensuring timely implementation and compliance with award requirements and regulations

    Required Qualifications

    • Clinical Degree (medicine, nursing, pharmacy laboratory); master’s preferred (management, public health, HIV, etc.)
    • At least 7 years’ experience implementing HIV care and treatment programs
    • At least 5 years’ experience providing technical assistance to large, multi-partner, multi-year international health sector development projects 
    • Demonstrated experience mentoring clinical and community-based healthcare workers on HIV care and treatment, including interpretation of viral load
    • Strong understanding of laboratory systems
    • Previous experience working in West or Central Africa (Côte d’Ivoire preferred), with understanding of local health system and HIV gaps and opportunities
    • In-depth understanding of PEPFAR priorities, regulations, compliance and reporting requirements
    • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships 
    • Excellent verbal, written interpersonal and presentation skills in English and French
    • Proficiency in Microsoft Office
    • Ability to travel nationally up to 25% of the time
