  • Overview

    Compliance Officer needed to provide a full range of financial, compliance, and operational audits, for district-based voluntary medical male circumcision program in KwaZulu Natal Province.  This includes developing a fiscal year work plan and working with stakeholders  to  identify risks that hinder the achievement of Jhpiego’s objectives and assess the adequacy and recommend appropriate internal control systems to reduce associated risks.   With the support and oversight of the Country Director, the Compliance Officer will provide guidance, training, and compliance oversight in the areas of procurement, sub recipient monitoring, and financial management.   Compliance Officer will work closely with senior management, finance, administration and human resources staff to ensure compliance with Jhpiego and donor regulations.




    • Conduct regular audits and risk assessments to ensure effectiveness and efficiency of operations, compliance with policies, procedures, statutory laws and the industry best practices; and provide recommendations and advice on improvements to Jhpiego’s systems and procedures

    • Work with the Project Director, Chief Financial Officer, and other Jhpiego senior staff members to ensure that internal control processes and systems are adequate to minimize risks.
    • Through technical assistance and spot-checking, verifies that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.
    • Performs and documents monitoring visits to sub recipients; and works with senior management and sub grantees to implement improvements, if required
    • Determine Jhpiego’s strategic risks in South Africa and make recommendations on how these should be managed
    • Serves as a member on one or more of Jhpiego’s Internal Compliance Reviews teams, as needed
    • Minimizes fraud through active monitoring and close review on country offices practices and procedures and participate in development of new internal control initiatives
    • Update and report on the status of the implementation of internal compliance recommendations on a regular basis
    • Develop an annual internal audit plan for the South Africa office with CFO and Project Director, and prioritize plan based on risks identified
    • Lead/conduct special investigations and analytical projects
    • Develop and maintain Jhpiego’s program for monitoring and oversight of sub-recipients, if required
    • Develop a list of best practices for implementing and improving internal controls and orient and train staff on best practices
    • Immediately reports gross misconduct or suspected fraudulent activities to Jhpiego’s HR and Operations Manager and Finance Manager Director
    • Other special projects as assigned by the Project Director


    Required Qualifications

    • Bachelors of Commerce degree in Accounting or Finance required;  Advanced degree in accounting or finance preferred

    • Qualified accountant with ICPAK, ACCA or equivalent. CIA and/or CISA qualification will be an added advantage
    • 5+ years’ experience as auditor in an audit firm and experience in auditing NGOs
    • Good understanding of internal audit including international trends and best practices
    • Experience working on CDC and other donor-funded projects in developing countries with a NGO or grant related entity
    • Demonstrate proficiency in IT particularly computer assisted audit techniques.
    • International work experience preferred.
    • Willingness to travel internally and throughout the country
    • Ability to present information effectively to senior management and project managers.
    • Ability to read, analyse, and interpret common reports, and agreement documents

    • Ability to work with mathematical concepts as they relate to auditing and fiscal analysis to include accounting and the budget

    • Reasoning Ability - ability to define problems, collect data, establish facts, and draw valid conclusions
    • Ability to manage several major activities simultaneously
    • Ability to travel independently in new environments
    • Sensitive to socio-cultural differences in the region
    • Computer literacy, particularly in the use of MS word, Excel and PowerPoint
    • Proficiency in both written and spoken English and another South African language.
    • Attention to detail and accuracy in data management, analysis, and reporting;
    • Cooperative, competent, hardworking, flexible and dependable in a multi-cultural, open office situation;
