  • Overview

    Monitoring and Evaluation Officer needed for Jhpiego South Africa’s team on a Voluntary Medical Male Circumcision (VMMC) service delivery project funded by CDC.  M&E Officer will carry out M&E activities, implement VMMC M&E system and monitor the implementation of VMMC quality assurance in focus districts and health facilities in accordance with MOH, CDC and PEPFAR guidelines.  This includse the development, implementation, and management of M&E systems, as well as support for targeted programmatic learning activities.  M&E Officer will also support all efforts related to M&E activities, including collecting and analyzing data, ensuring data quality, analyzing data to be used to inform programmatic decision-making, and ensuring timely, efficient, and complete weekly, monthly, and annual reporting to CDC and PEPFAR. M&E Officer will supervise districe based M&E Assistants.


    • Support development of project M&E strategies, frameworks, plans and indicators to capture program performance and results
    • Contribute to the development and implementation of the Evaluation and Performance Measurement Plan to capture project performance and results
    • Ensure implementation of M&E activities, in collaboration with program staff and counterparts
    • Assist in planning and implementing systems for data collection, storage, analysis, and use
    • Ensure that data collection systems are in place, functional, timely and efficient
    • Support design and implementation of assessments, including development of data collection tools and processes, to inform program activities
    • Develop mobile data collection tools and processes for data collection and management
    • Create and use databases to capture, clean, and manage program data
    • Support the ongoing management of VMMC data in the DHIS2 database and other project databases (e.g., JADE)
    • Collaborate with counterparts at all levels to participate in and lead, as needed, M&E of program activities and data use for programmatic decision-making, including collection, entry, cleaning and validation, management, and analysis of routine data
    • Ensure accurate recording and timely reporting of VMMC indicators including adverse events
    • Monitor linkages to other services by recording referrals to STI treatment and HIV care and treatment services for HIV-positive men
    • Analyze data and synthesize results in graphs and dashboards as appropriate to inform programming and decision-making, including writing and compiling qualitative and quantitative results
    • Prepare data for and write reports capturing program results, success stories, challenges and lessons learned, including timely reporting to the donor CDC
    • Conduct data quality assessment (DQA) visits to validate the routine VMMC data and participate in the joint supervisory visits with MoH and onsite coaching
    • Monitor and update M&E workplans
    • Work closely with M&E Manager to facilitate all M&E capacity-building activities; support training of facility managers, health care providers and data clerks in the VMMC sites on data collection tools and processes, data use, indicators and collection of good-quality data for decision-making and reporting
    • Travel to project sites and trainings to assist in monitoring of program activities
    • Serve as a technical resource on M&E for the District VMMC Teams to ensure use of data on VMMC indicators from the facilities (and communities) to improve VMMC programing and strengthen the MoH VMMC information system
    • Work closely with the M&E Manager and District M&E Assistants to coordinate data management during VMMC outreach and campaigns
    • Participate in the external quality assurance activities implemented by USG and MoH
    • Assist in preparation of daily site reporting, and weekly, monthly & quarterly reports to CDC and PEPFAR, and contribute to other required technical reports
    • Ensure timeliness of reporting and dissemination of project information according to MoH, CDC and PEPFAR reporting guidelines
    • Develop and maintain excellent relationships with colleagues, CDC, MoH, and partners
    • Perform any other program related duties as assigned by supervisor which will facilitate achievement of program deliverables 


    Required Qualifications

    • Advanced degree in public health, epidemiology, demography, health informatics, or related field
    • 5+ years' experience implementing M&E activities for public health or similar programs
    • Strong technical skills, including proficiency in conducting program monitoring and assessments, and analyzing data
    • Experience collecting, entering, cleaning, and validating data
    • Proficiency in managing field data collection work, including experience with mobile data collection tools (cell phones, tablets); familiarity with CommCare or DHIS2 mobile preferred
    • Experience designing mobile data collection tools, and managing tablet-based data entry, storage, and extraction
    • Experience managing data collection processes, including training data collectors and collecting and reviewing submitted data
    • Experience in integrating M&E demands and expectations of donor agencies into the overall M&E design of a program
    • Experience developing and maintaining databases
    • Practical experience with DHIS2 is preferred
    • Demonstrated experience supervising staff
    • Experience developing and maintaining data in data management software (e.g., MS Access, RedCap, or others)
    • Proficiency in use of computer packages such as MS Word, Access, Excel, Power Point and Outlook
    • Ability to process and analyze data using one or more statistical software packages (e.g., SPSS/STATA/EPI-Info)
    • Knowledge and experience in report writing including preparation of quantitative results and writing narrative on project performance
    • Familiarity with PEPFAR programs and USG/PEPFAR reporting requirements preferred
    • Knowledge of South Africa national, provincial and district health management information system
    • Familiarity with VMMC M&E tools is an added advantage
    • Skilled in use of geographic information system (GIS) software (e.g., ArcGIS, QGIS) is an added advantage
    • Strong verbal and written communication skills; ability to lead and work effectively with interdisciplinary team with minimal supervision
    • Team player able to work in high-pressure environments and manage multiple activities and priorities simultaneously
    • Experience in training and facilitation on M&E systems development, maintenance and improvement
    • Demonstrated ability to build and maintain effective working relationships with district and health facility level staff, training institutions and trainers
    • Excellent time management and organizational skills
    • Innovative, assertive and positive attitude towards work and the team
    • Fluent spoken and written English
    • Ability and willingness to travel nationally
