  • Overview

    Jhpiego seeks a Senior Program Manager (SPM) to provide project and technical guidance for an upcoming USAID nutrition, maternal and child health (MCH) and family planning (FP) project in Guatemala. The project aims to strengthen national government policies, their implementation at the local level, and health systems to expand access to improved nutrition and health services and encourage normative changes at the community level to increase uptake of healthy behaviors. The project will operate over a five-year period.


    The SPM will provide support and leadership for the establishment and implementation of the anticipated program in Guatemala. The SPM will coordinate the analysis, synthesis and reporting of project outputs and results, as well as capacity development of the country team. The SPM will ensure timely and cost-effective implementation of program activities.  The SPM will support the Chief of Party (COP) in leading workplan development, reporting, and knowledge management. The SPM will also work closely with the COP to develop and maintain collaborative partnerships with program partners and country stakeholders.  The SPM will actively build the capacity of the Guatemalan Office staff to further develop management skills for sustainability of program effectiveness.


    This position is contingent upon award from USAID. Guatemalan nationals are strongly encouraged to apply.



    • Manage and work collaboratively with program team members to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently
    • Oversee distribution and management of sub-contracts
    • Coordinate and manage field activities
    • Work collaboratively with finance staff and lead technical staff to prepare and track the progress of project and activity budgets
    • Coordinate with COP to ensure compliance, quality and timely implementation of large procurement and renovation activities
    • Contribute to the programmatic leadership to ensure strategic programmatic and financial integrity of the project
    • Contribute to the development of novel knowledge management and sharing tools and processes
    • Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (websites, MyJhpiego)
    • Promote and support the dissemination of project information among the project team and stakeholders
    • Promote capacity building and leadership in project staff
    • Ensure compliance with Jhpiego and JHU operational policies regulations
    • Perform or assume other duties as assigned by the COP
    • Responsible for development of accurate and timely project reports to USAID, in line with USAID reporting requirements
    • Support program strategy formulation, including development of goals and objectives, and oversee the process of designing appropriate approaches to attain them
    • Assist technical team members in coordination and management of field activities
    • Coordinate and/or represent the project team in professional circles through technical advisory groups, meetings, conferences, and presentations
    • Develop and/or review documents, reports and presentations according to donor guidelines for internal program needs and externally for dissemination
    • Coordinate and collaborate with government officials, donors, stakeholders, Jhpiego staff and consultants for effective program implementation—as well as liaise with other partners working in MCH, FP and Nutrition in Guatemala.
    • Contribute to the project’s monitoring and evaluation of MCH, FP and nutrition activities to ensure project targets are met
    • Supervises or performs the most difficult and complex work with responsibilities for developing very high level processes and serving as a decision maker on strategic initiatives
    • Travel within Guatemala in support of activity implementation and monitoring, as needed

    Required Qualifications

    • Senior level professional role with extensive experience in understanding and applying a highly technical body of knowledge and applicable laws
    • Advanced degree (Masters minimum) in public health, international development or related field
    • 8 years of progressively responsible and directly relevant experience required
    • Experience in the Latin America region is required
    • Demonstrated skills in the technical side of program implementation
    • Skilled in writing technical and programmatic documents, such as training materials and reports
    • Understanding of public health and development approaches particularly in the Guatemalan context.  Familiarity with the Guatemalan health system, key stakeholders and relevant government policies/strategies
    • Understanding of monitoring and evaluation of programs, and skilled in use of data for decision-making and program management
    • Work planning and budgeting experience with USAID
    • Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners
    • Excellent presentation skills and verbal and written communication skills
    • Excellent donor and partner relationship skills
    • Proven leadership skills, as well as skills in facilitation, team building and coordination
    • Familiarity with USAID donor policies and administrative procedures 
    • Technical expertise in one or more of the following areas: maternal health, newborn health, child health, family planning, nutrition, quality improvement, mentorship
    • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence.
    • Ability to travel nationally
    • Willingness to relocate
    • Fluent in Spanish and English required



    Preferred Qualifications

    • At least 2 years of experience living and working in Guatemala is preferred,
