Jhpiego seeks Monitoring and Evaluation, and Learning (MEL) Advisors for future projects to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) activities for an upcoming multi-country family planning projects. The goal is to increase the national percentage of public and private facilities implementing high impact practices for FP in selected West African countries by: institutionalizing a system for adaptation, and replication of key FP high impact practices; leveraging and engaging domestic resources, donor support, and local communities to build sustainability and scale of selected high impact practices; and institutionalizing a sustainable and self-regulating system of service quality assurance and monitoring. The Advisors will work closely with local and national governments to prioritize this in their national plans; leveraging partnerships with regional and international organizations; and building the capacity of nongovernmental and civil society organizations.
The MEL Advisors will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The MEL Advisors will supervise and manage the MEL team to design and implement project MEL activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The MEL Advisors are responsible for documenting and disseminating project successes and challenges to our donors. S/he will also be responsible for designing and conducting operations research. The MEL Advisors will liaise with consortium partners and Ministries of Health to implement monitoring and evaluation activities.
