Overview

Program Manager will provide vision, overall technical and programmatic leadership, and managerial oversight for Project IQ in South Africa, a PEPFAR/CDC-funded voluntary medical male circumcision (VMMC) for HIV prevention quality and safety project in South Africa. This includes ensuring the timely, efficient, and cost-effective implementation and reporting, as well as the strategic, programmatic, technical, and financial integrity of the project.   Program Manager will work closely with technical implementation teams to ensure the project is progressing towards expected results and have overall responsibility for coordination of all project activities and staff and ensuring that all CDC award requirements are met. S/he will also work with M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. Other responsibilities will include routine engagement with project counterparts and building effective relationships with National and Provincial Departments of Health (N/PDOH) to promote quality management systems for VMMC. S/he will be responsible for supervising technical or operational staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, and the management of projects as required. The Program Manager will with the country representative have the responsibility for representation of the project to CDC, N/PDOH, and other relevant stakeholders.    South African nationals are strongly encouraged to apply.   This project is expected to last through March 2020 and is contingent upon annual funding from CDC.

Responsibilities

  • Convene and lead a multidisciplinary group of experts to strengthen quality management systems throughout VMMC services
  • Develop and maintain routine communication with project counterparts to facilitate routine identification of quality gaps and provide support to improve service delivery systems
  • Ensure routine recording of VMMC quality data and facilitate VMMC service providers to utilize data to guide quality improvement interventions
  • Develop and lead as-needed trainings for VMMC providers and staff to close identified skill gaps, and ensure routine follow up of providers.
  • Participate in national VMMC TWG meetings and In coordination with the Jhpiego country representative, represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Maintain regular communication with Jhpiego HQ technical and program staff to drive efficient and compliant program operation
  • Ensure that Jhpiego’s project management approaches and tools are utilized in management of projects
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Provide analyses of in-country new program development opportunities to the relevant staff in the country, regional and new program development offices at headquarters
  • Provide day-to-day technical and programmatic oversight for design, planning and implementation of activities in support of the project goals and objectives
  • Foster relationships with local implementing partners, NGOs, and CBOs, in coordination with the Jhpiego country representative
  • Facilitate the project team member’s relationship with their designated counterparts within CDC, the N/PDOH, as well as private sector partners and other key stakeholders in South Africa such as NGOs, and health facility directorates, to ensure effective technical assistance and the smooth implementation of activities
  • Facilitate annual work planning, in close collaboration with CDC, N/PDOH, project team, Jhpiego’s country representative, and project partners
  • Serve as a member of Jhpiego’s Senior Management Team in South Africa, and to contribute to the mentoring, and managing a team of highly qualified staff and aligns their efforts to ensure rapid and sustainable results
  • Oversee technical and programmatic capacity building for partners, subcontractors and subgrantees
  • Responsible for development of accurate and timely project reports to CDC, in line with CDC’s reporting requirements
  • Ensure that program is technically sound, evidence-based, and responsive to the needs of South Africa, its people, and donor
  • Any other tasks as assigned by the Jhpiego country representative

Required Qualifications

  • Advanced Degree in public health, the social sciences, health administration, public administration, business administration; MD preferred
  • 7+ years of experience in a senior management (project administrative and financial) position for medium/large (approximately $1M per year), complex, multi-year international health sector development projects that have implemented successful activities in areas such as HIV, VMMC, safe surgery, health systems strengthening, quality improvement, health personnel development and training
  • Training in VMMC methodologies and experience providing VMMC services in a variety of contexts; experience training VMMC service providers preferred
  • In-depth knowledge of USG-funded projects, regulations, compliance and reporting
  • Experience interacting and negotiating with government counterparts and other international and local organizations working in health/VMMC sector at the highest level
  • Excellent understanding of VMMC service delivery systems in South Africa; existing knowledge of national and provincial VMMC and quality assurance mechanisms
  • Experience with QA/QI systems and detailed knowledge of quality gaps and challenges in South African VMMC programs
  • Demonstrated and relevant regional or national experience, expertise and knowledge, including research, activity implementation, management, strong technical skills, capacity building and institutional development
  • Demonstrated ability to provide oversight of local capacity development efforts, including working with local partners to ensure adherence to PEPFAR policies and requirements
  • Demonstrated knowledge and skills in financial planning and management, human resources, and procurement, among other management support areas/functions
  • Previous direct supervisory experience of project technical and operational staff
  • Expertise in research to practice—identifying best practices and adapting them to project realities
  • Previous experience working in South Africa, with intimate understanding of the local health system and HIV/VMMC services, health systems strengthening, health personnel development and training, care gaps and opportunities, and solid relationships with government agencies
  • Excellent verbal, written, interpersonal, and presentation skills in English, proficiency in at least one South African local languages preferred
  • Experience developing strategic plans in cooperation with other partners and stakeholder, who represent a wide range of interests and needs
  • Ability to coach, mentor and develop technical and operational capacity of staff in national and provincial projects
  • Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • In depth knowledge in software applications, databases and spreadsheets, including Microsoft Office packages
  • Ability to travel nationally and internationally
