The Director, Strategic Information will provide technical leadership, oversight and strategic direction for project strategic information and monitoring, evaluation, and research (MER) activities in support of an anticipated USAID-funded HIV program in Mozambique. This large project, estimated between $350-400 million, aims to support the Government of Mozambique’s (GRM) achievement of HIV/AIDS epidemic control by 2020 in provinces where USAID is the primary clinical support partner. It will focus on two priority outcomes to measure this geographically-focused support: (1) to reach and sustain a level of 80% (or better) treatment coverage, and (2) to reach and sustain 90% (or better) viral suppression among people receiving antiretroviral therapy. The project will operate over a 5-9 year period. The position will be in close contact with the strategic information team based in Maputo and will stay up-to-date with OGAC guidance on strategic planning and strategic information. She/he will have in depth familiarity with MER indicators and definitions and will provide oversight and guidance on all measurement aspects of the project. This position will provide technical leadership to develop the project framework, the Performance Monitoring Plan (PMP), plans and indicators to capture performance results and provide effective, accurate and timely MER of all project activities. The position will supervise and manage the strategic information and MER team to design and implement strategic information and MER activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The position is responsible for documenting and disseminating project successes and challenges to USAID. The position will also design and conduct operations research, and will liaise with consortium partners and the Ministry of Health to implement strategic information and MER activities.
