Jhpiego is an international non-profit health organization affiliated with the Johns Hopkins University.  For more than 43 years, Jhpiego has empowered frontline health workers by designing and implementing effective, low-cost solutions to strengthen the delivery of health care services for women and their families. 

 

Jhpiego is looking for a highly motivated and dynamic individual to fill the position of Senior Director for Health Systems. Jhpiego’s health system strengthening portfolio covers multiple countries in Africa, Asia and the Caribbean.  Various donors and partners, including the United States Government, private and public corporations, foundations and other global donors, support Jhpiego’s work to partner with countries and beneficiaries to build better systems for health.

 

The Senior Director for Health Systems will lead Jhpiego’s broad portfolio of Health Systems projects, including health workforce development, service delivery strengthening, learning, performance and quality of care, as well as gender and digital health programming.  S/he will align goals of the Health Systems unit with those of the organization, ensuring that Jhpiego remains at the forefront of the public health responses in these areas. The Sr. Director will provide strategic leadership to ensure technical excellence in the areas of health systems across the organization, represent Jhpiego globally and develop and maintain relationships that grow Jhpiego’s portfolio and strengthen its reputation as a global leader in health systems.  The Senior Director will also oversee and ensure quality technical assistance to country programs, supervise and manage technical staff, and oversee programmatic and financial progress towards unit goals.

Responsibilities

  • Through a variety of approaches, demonstrate and build brand-recognition of Jhpiego as a global leader in HS.  Drive the development of the vision and strategic plan for HSS at Jhpiego and oversee progress of program implementation at country level to achieve public health impact. Ensure an integrated HSS approach across the breadth of the program and technical approaches within the HS unit.  Lead a broad team for the conceptualization and development of new HSS strategies and interventions for Jhpiego and the execution of the HS unit workplan and special initiatives. 
  • Develop and maintain excellent professional relationships with governments, global institutions, colleagues and donors worldwide to maximize Jhpiego’s impact and leverage, including developing new business opportunities, securing funding, and contributing to positioning, leads development, and proposal design and production.  Regularly provide analysis of business development opportunities, trends and global funding sources to Technical Leadership Office and New Program Development staff.
  • Ensure global leadership for Jhpiego in selected aspects of health system strengthening by serving on external advisory or working groups and representing Jhpiego in key global and regional technical meetings and committees.  Present state of the art practices in health system development to USAID, PEPFAR, PMI, other governments, donors and key stakeholders. Participate in the production of global guidance and reference documents, participating in or leading external advisory or working groups and driving peer-reviewed publication efforts for the unit. 
  • Design or support systems and processes that ensure that Jhpiego’s HS programs are of high quality and structured to achieve impact. Ensure application of Jhpiego’s quality assurance standards for health systems, ensure high-quality technical approaches, and define measures of success for Jhpiego’s programs (including gathering, using and presenting appropriate data). Identify country and global quality issues and trends and recommend strategies to resolve them. 
  • Support processes that allow for capacity building, coaching and mentoring of staff and local partners in all aspects of HS, including defining the strategic direction for planning and organizing capacity building, mentoring, and development activities of staff and in-country partners. Provide direction for the development of annual training plans based on unit priorities, global trends, updates and quality assistance data. Understand and recommend the areas in which Jhpiego should build strong partner relationships related to technology and health system building blocks.
  • Work collaboratively across other technical implementation units to identify synergistic opportunities; create and lead multi-dimensional, crosscutting initiatives that improve health systems; and harmonize quality programming for maximum integration of approaches across all Jhpiego clinical, technical and program areas. Support and guide the use of data for improving program impact. Ensure coordinated and quality provision of technical assistance to country programs, including drawing upon global data and trends to identify strategic opportunities, identifying needed shifts in HSS technical approaches and implementation and by identifying opportunities to fill critical knowledge gaps. 
  • Oversee unit Directors and other senior-level HS staff. Ensure strong HR management of the HS unit and support efforts to build capacity for health systems approaches, especially in field offices. Deploy and maximize human resources across the unit, assign work functions, identify and acquire new talent.
  • Keep abreast of and ensure latest technical guidance on HS is widely disseminated and used.  Champion knowledge management principles within and outside the organization, including developing appropriate learning objects, ensuring the transfer of state of the art knowledge, ensuring lessons learned and best practices are shared with staff globally, ensuring that HS work is published and disseminated widely in appropriate journals, repositories and channels, and by initiating and leading global fora for sharing, disseminating, generating consensus and developing joint activities.
  • Provide strategic implementation and other technical assistance and strategic guidance to Jhpiego’s Global Program Office and to support country teams.
  • Oversee development of the unit budget, be accountable for responsible and effective spending within the unit to achieve priority initiatives and activities. Monitor staff utilization across the unit to ensure appropriate and equitable distribution of technical assistance. 
  • Identify strategic external communication priorities to build, maintain and expand Jhpiego’s reputation in health systems work, and oversee timely implementation and effective execution of identified priorities.

Required Qualifications

  • Advanced degree in public health, health administration, public administration, or health service provision
  • 20+ years of progressively responsible international public health management, including health systems development, at least 8 of which include managing staff
  • Peer recognition by leaders in the field of health systems strengthening 
  • Strong technical and programmatic background in systems for health, especially management, technical support and programmatic direction
  • Proven, demonstrable leadership skills and expertise in strategic program planning, implementation and management
  • Proven experience in leading highly skilled and qualified technical personnel
  • Excellent understanding of USAID and other donor systems, structures and processes.
  • Strong change management, results oriented and decision-making skills
  • Excellent interpersonal and English written and oral presentation skills
  • Ability to work in complex environments charged with multiple tasks, short deadlines and intense pressure to perform
  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
  • Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups
  • Ability to travel up to 30%, primarily to developing countries
